Resident Senior M&E and CLA Program Manager – National Democratic Institute Kyrgyzstan

Responsibilities:
In collaboration with NDI’s Washington-DC based Monitoring, Evaluation, and Learning experts and Bishkek-based program teams, lead the direct regular monitoring and evaluation of NDI program activities and results; development of data collection, analysis and application tools; and integration of lessons learned over the life of the program; work with local partners to engage in continual reflection, learning, and adaptation of their own civic initiatives;

Program Design
Contribute to program design and monitor manage day-to-day implementation of program activities
Spearhead efforts within the project team to develop indicators of success and methods of program measurements
Program Startup, Management and Reporting
Guide the project staff and program beneficiaries in identifying, developing and utilizing performance monitoring tools and systems to strengthen program management and donor reporting
In collaboration with the Chief of Party, manage in-country M&E staff structure and individual performance, evaluation, promotion/discipline
Support the development of evidence-based program success stories
Liaise regularly with USAID’s Kyrgyzstan Mission to ensure compliance with operational, learning, and reporting requirements and achievement of programmatic goals
In collaboration with the Chief of Party, provide technical expertise to in-country staff as well as local and international partners to ensure regular and consistent data collection
Report on program activities, results, and lessons learned that may affect program outcomes to the Washington, D.C.-based staff on a regular basis
Manage in-country staff contributions toward the development, review and timely submission of program-related materials, including project work plans and regular reports that measure and evaluate program resultsProgram Evaluation
In consultation with NDI’s Washington-DC based MEL experts, lead Baseline and Endline assessments and support Mid-Term evaluations
Assist local partners with periodic impact evaluations of their own projectsLearning and Adaptation
In coordination with Chief of Party and Program Managers, lead quarterly Reflection, Analysis, and Decision-Making (RAD) sessions to assess program progress and adaptation
Develop training materials and deliver training to NDI staff and local partners on Collaborating, Learning, and Adapting (CLA)Qualifications:
Undergraduate degree in a field of study related to international development or monitoring and evaluation methods, or a related field. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
A minimum of ten (10) years of work experience working in the field of democracy and governance, with a minimum eight (8) years of professional experience in performance monitoring and evaluation
Experience in quantitative and/or qualitative research a plus
Proficiency in SPSS, STATA, and Nvivo a plus
Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources
Experience in results-oriented program design, strategic planning and program evaluation
Relevant, professional experience working on the Eurasia region, with preference given to applicants with knowledge and experience of Kyrgyzstan and/or Central Asia. Comparable relevant experience in other geographic regions will also be considered
Relevant experience in managing multi-stakeholder processes and multi-national staff; demonstrated ability to develop solid working relationships with civil society organizations, local governments, and members of the donor/diplomatic community
Experience with USAID-funded programming highly desirable
Proven interpersonal and managerial skills and cultural sensitivity to manage large in-country teams
Experience in creating and managing multi-faceted systems to maximize financial and programmatic integrity
Ability and willingness to travel to regional locations that may be remote and difficult to reach
Strong written and oral communication skills in English AND either Russian or Kyrgyz languages strongly
