Nigeria Country Office
Since becoming registered in Nigeria, INSO has developed a strong country wide approach, supporting NGOs working on Lake Chad Basin Crisis from all neighbouring countries. The coordination office operates from Abuja overseeing two operational offices in Maiduguri, Nigeria and in Maroua, Cameroon.

We are seeking an experienced individual to join our team as Regional Administration Manager (RAM) to be based in Abuja, with regular travels in North Eastern Nigeria and Cameroon.

Job Summary
The Regional Administration Manager (RAM) has the responsibility to implement, enforce and monitor INSO standard operating procedures in finance, accounting, administration, human resources, logistics matters (including procurement) at the programme level for INSO operations in Nigeria and Cameroon.

The RAM will also supervise, train and orient the logistics, administration, finance and HR teams in both countries, oversee the accounting and review financial reports as per INSO’s and donor’s requirements.

Management Line

The RAM reports hierarchically to the Country Director, and functionally to the Finances Director (Chief Admin Officer) and the Director of HR.

The RAM is the hierarchical and functional supervisor of both Country Administration Managers (CAM) for INSO Cameroon and INSO Nigeria.

Major Responsibilities:
Oversee the finance, administration, HR and logistic departments of the program. Amongst other tasks, the RAM supervises, supports and provides guidance to the CAMs (who are in charge of payrolls, procurement, HR, Finances, Logistics, Contracts, and liaison with local authorities); responsible for local staff recruitment of the administrative, finance, HR and logistics department; and develops and delivers a training program for that team.
Follow and enforce the finance reporting schedules to headquarter, donors and local authorities. The RAM is directly responsible for financial audits, budget monitoring and donor financial reporting for Nigeria and Cameroon.
Enforce the administration and finance policies/procedures in compliance with INSO SOPs, laws and donor requirements at INSO Nigeria and Cameroon programs.
Enforce and monitor HR, logistics/procurement policies in compliance with INSO SOPs and donor requirements; The RAM must supervise all HR & procurement contracts prepared by the CAMs before handing them over to the CD for signature.
Develop and implement a proper internal control to protect the programme’s assets (cash and equipment);
Ensure the programme is in compliant with local laws, in regards with financial reporting, labour laws and taxation;
Provide technical support to the Country Director in all administration, finance, HR and logistics matters.
The RAM is the direct responsible for the Cameroon and Nigeria missions’ communications with HQ Finances Department for accountancy, donor reporting and audit purposes, as well as with HQ’s HR Department. S/he shall ensure the programs satisfy all mandatory requirement in external local audits and use the value of those to improve internal process.
Mandatory requirements:

Fluent in French and English (written and spoken);
Minimum of two (2) full years in NGO financial management and administration at field level;
Donor/contract management experience and donor policy knowledge (ECHO, DFID, USAID/OFDA);
Degree in Accounting, Administration and Finance;
Understanding of humanitarian principles and practices;
Diplomacy and communication skills.

Preferred characteristics:
Experience with logistics;
Experience in Human Resources Management;
Experience in staff training and capacity building;
Previous experience in administering projects in Nigeria or/and Cameroon;
Experience with managing internal and external audits.

Terms & Conditions:
